1. If URI already has a serial bibliographic record for the title, the new volume is simply added to the holdings record.

2. If URI does not already own the serial, or if there has been a title change, or even if another HELIN library owns the serial and we do not, WE CATALOG IT AS A MONOGRAPH.

3. If we already have a serial record for the title, but only the current issue of the resource is of interest, then we withdraw the serial record, throw out the old volumes, and catalog the new volume as a monograph.
